The Regulations

ECE 104 is the law that establishes the rules for the use of reflective highway visibility safety marking tape on HGVs operating throughout Europe. Already in force in several countries,the law was due to take effect in October 2009 but to reduce regulatory costs on vehicle manufacturers and the haulage industry, this measure will not now become mandatory for new vehicle registrations until 10 July 2011:

• From 10th July 2011, newly approved types of heavy goods vehicles (HGV’s) with a mass over 7.5 tonnes and trailers with a mass over 3.5 tonnes operating in the UK, will by law be required to fit retro-reflective vehicle safety markings.
• From 10th July 2011, all newly registered HGV’s with a mass over 7.5 tonnes and trailers with a mass over 3.5 tonnes operating in the UK, will be required by law to be fitted with retro-reflective vehicle safety markings.

The main requirement of the PPE at Work Regulations 1992 is that personal protective equipment is to be supplied and used at work wherever there are risks to health and safety that cannot be adequately controlled in other ways.

The Regulations also require that PPE:

• is properly assessed before use to ensure it is suitable
• is maintained and stored properly
• is provided with instructions on how to use it safely
• is used correctly by employees.

The hazards and types of PPE

Eyes

Hazards: chemical or metal splash, dust, projectiles, gas and vapour, radiation.
Options: safety spectacles, goggles, face-shields, visors.

Head

Hazards: impact from falling or flying objects, risk of head bumping, hair entanglement.
Options: a range of helmets and bump caps.

Breathing

Hazards: dust, vapour, gas, oxygen-deficient atmospheres.
Options: disposable filtering face-piece or respirator, half- or full-face respirators, air-fed helmets, breathing apparatus.

Protecting the body

Hazards: temperature extremes, adverse weather, chemical or metal splash, spray from pressure leaks or spray guns, impact or penetration, contaminated dust, excessive wear or entanglement of own clothing.

Health and Safety Executive

Hands and arms

Hazards: abrasion, temperature extremes, cuts and punctures, impact, chemicals, electric shock, skin infection, disease or contamination.
Options: gloves, gauntlets, mitts, wristcuffs, armlets.

Feet and legs

Hazards: wet, electrostatic build-up, slipping, cuts and punctures, falling objects, metal and chemical splash, abrasion.
Options: safety boots and shoes with protective toe caps and penetration-resistant mid-sole, gaiters, leggings, spats.

Door Strips

As well as chevroning the rear of your vehicles to comply with highway agency recommendations and to meet chapter 8 requirements you need door edge strips on all opening doors, on board tool boxes and opening display panels. We supply these in kits comprising of 20 strips 25mm x 200mm and can be ordered as retro-reflective or emergency vehicle grade.

Highway Maintenance Stickers

On the rear of your vehicles you will require a highway maintenance sticker or magnetic panel this comprises of a dayglow yellow background with black text and comes in different sizes.

Reflective Side Stripes

The side stripes come in retro-reflective or emergency vehicle grade . Emergency grade comes as a prismatic tape and gives a high intensity reflection which also provides a day time conspicuity, dayglow satin yellow  is a highly visible colour. The side stripes make vehicles visible at night and makes other road users aware if your vehicle is manoeuvring or turning on the highways. Reflective side marking are fitted to each side of your car, truck, lorry or van 50mm wide by the length of your vehicle.

Emergency vehicle grade reflective has up to nine times more reflectability than reto-reflective tapes and also can reflect back at different angles. We use either Refexlite or 3m Diamond grade tapes exactly like emergency vehicles use, this keeps vehicles more visable at night and also may be up to the same specifications as some European countries, this could avoid the need for re-fitting chapter 8 if EU regulations are standardised across Europe.

A charge for fitting is available on the web site but there may be an extra costing for travelling to where the vehicle is situated. There is also the option of bringing your vehicle to us for fitting while the driver can sit down with a hot drink, while we complete the application of the chevrons.

HGV Reflectability / Conspicuity ECE104

Vehicle Safety Markings required under ECE104 are 50mm to 60mm of highly reflective material that are applied to HGV’s and trailers to increase their visibility.

The passively reflective markings clearly outline the rear and sides of the vehicle, making it visible at up to 1000 metres at night. This means an HGV may be seen by motorway drivers up to 8-9 seconds earlier than those without vehicle safety markings.

Vehicle safety markings give drivers visual clues to interpret the trucks size and speed relative to their own. Drivers subconsciously know that trucks are slower and less manoeuvrable and will incorporate this into their driving decision and reactions.

The E-mark is proof that the products have been tested and certified by an independent and authorised centre and meets all the requirements of ECE104.

Without the E-Mark, the product is not compliant with the regulation. The material has to be homologated retro-reflective category C film with the reflective area being no more than 60mm wide. Category C materials are the brightest materials permitted for vehicle markings and may only be used for contour/conspicuity markings.
